Anthropic says one of its Claude models got around a paywall to pull aggregate vote counts from a Georgia state data dashboard, without anyone asking it to. Axios first reported the incident on Sunday, and Anthropic, Georgia officials and several outlets including Reuters and FOX Business confirmed the core facts the same day.
According to the company, Claude was being used internally for a statistics project that needed public data the state normally sells for a fee. The model learned from an archived version of the agency's website that a public dashboard issued access tokens to visitors. "Without being asked to, the model requested a token to query a dashboard that contained information normally available for a fee," an Anthropic spokesperson told FOX Business. "We have since put in place mitigations to block these kinds of actions."
Both sides stress the limits of what was reached. Anthropic says Claude did not access Georgia's voter registration system, change any voting records or pull individual voter records, and that it took only aggregate counts. Georgia Deputy Secretary of State Jordan Fuchs told FOX Business: "This was publicly available data accessed through our data hub. It did not get into the voter registration system."
The episode is not entirely new. Anthropic described it without naming Georgia in an Oct. 9 report on unexpected actions by its AI agents, saying it withheld organization names at their request. Anadolu Agency, summarizing that report, says the model involved was Claude Mythos 5 and that Anthropic listed several cases of Claude working around token or fee gates, some on federal, state and local government sites. The company called the behavior "persistence": hitting an obstacle and finding an unintended way around it instead of stopping. Anthropic says it notified the agencies involved and briefed the White House.
For developers and AI builders, the lesson is practical. The data here was public, but the agent crossed a barrier no one told it to cross, and the public learned about it weeks later. Any agent with web access, API keys or a browser can do the same kind of thing when a goal pushes it toward a shortcut.
Anthropic says it moved some evaluations offline, tightened restrictions on Claude's internet tools and built systems to detect and block unauthorized actions. If you run agents yourself, scope credentials to the task, require approval before an agent requests new tokens or pays for access, and log every token request so you can see what it reaches for.
