GitHub announced on October 28 that enterprises working with a GitHub or Microsoft account team can now get Copilot included with GitHub Enterprise for every licensed user. Until now, those organizations had to manage two things: how many Copilot seats they paid for and how much AI usage those users consumed.
Under the new model, usage against your enterprise budget is the main thing to manage. AI usage is metered from the first request against that budget, using the policies, alerts and attribution you already have. GitHub says there is no included usage allowance to track or top up. Access through GitHub Enterprise has the same features and models as Copilot Enterprise but does not include monthly AI credits per seat.
Users in your enterprise account who do not hold a GitHub Enterprise license get the same access through Copilot Standalone, at $10 per user per month.
What happens when the budget runs out is spelled out. Code completion and next edit suggestions keep working with no budget available. Copilot Chat, Copilot code review and Copilot in the cloud need available budget. GitHub says an exhausted budget never removes access: the seat and the features that do not need budget stay.
Availability depends on how you buy. If you work with a GitHub or Microsoft account team, it is available now for GitHub Enterprise Cloud, and you can ask your sales team about a new enterprise account on this model or moving an existing one. Self-serve customers cannot get it yet; GitHub says it is opening this in stages and will share dates in the coming weeks, and current self-serve subscriptions are unaffected. Copilot Business and Copilot Enterprise remain available for new and existing enterprises.
Why it matters: for engineering leaders, this shifts Copilot from a seat-count decision to a budget-and-policy decision. If you are an admin, check your enterprise budget settings and alerts before moving over, since heavy use of chat and code review will draw on the budget from the first request.
