China proposes export controls on its own AI models, chip designs and agents

Beijing has proposed adding advanced artificial intelligence technology to its export-control list, the list of things that cannot freely leave the country. If adopted, AI models, chip designs and AI agents developed in China could need government approval before being transferred overseas.

The proposal is broad. It reportedly covers dozens of technologies across AI and other strategic sectors, with large language models and chip designs among them. The stated goal is to keep closer control over homegrown advances in a field China sees as strategically important. It is a proposal, not final law, and the details of what counts as a transfer will matter a great deal.

It also fits a wider pattern of tightening on both sides. In the same news cycle, Taiwan said it plans to tighten export controls on AI chips to align more closely with US restrictions on shipments to China. The flow of AI technology across borders is narrowing in both directions at once.

The biggest open question is open weights. Chinese labs have released many of the strongest freely downloadable models of the past two years. Whether publishing weights on a public site counts as an export is exactly the kind of detail this rule could decide.

Our take

The open-weights pipeline from China has been the cheap escape hatch from US pricing. If it narrows, Western teams lose leverage, and US labs gain it.
