Microsoft is offering voluntary buyouts to up to 60,000 employees

Microsoft is offering voluntary buyouts to up to 60,000 employees across the US, UK, Canada and India. In a memo, chief people officer Amy Coleman said the offer gives staff the opportunity to leave Microsoft with financial support and career planning resources, as reported by The Verge. CNBC says about 60,000 people are eligible, according to a person familiar with the matter, roughly 27% of a workforce of about 223,000.

The offer covers a wide set of teams. The Verge, citing sources, says employees in AI experiences, Copilot, CoreAI, Windows and Devices, Xbox, finance and human resources are eligible, while cloud and AI, MicrosoftAI and corporate, external and legal affairs are partially participating. Marketing, commercial business, discovery and quantum, and security teams are not participating. Microsoft says the offer is not based on age, length of service or performance, and it may consider a future offer where there is a business and workforce need.

CNBC reports the timing: employees must decide in early December and those who accept will leave on December 31. The person briefed on the plan said Microsoft has no target number this time. The offer reaches up to the vice president level, wider than the earlier voluntary retirement program announced in April, which CNBC says covered about 7% of US employees and which more than 30% of eligible people took.

The context is spending. CNBC notes Microsoft said in July that capital expenditures for the September quarter should exceed $50 billion, against $34.9 billion a year earlier, as it adds data centers to serve customers including Anthropic and OpenAI. The company also announced 4,800 layoffs in July. CNBC frames the buyouts as a way to balance heavy AI spending with capital efficiency, and the Guardian places it among a year of AI-linked cuts at Meta, Amazon and Oracle.

The Guardian adds a caution: it is unclear whether these workforce reductions have yet produced greater efficiency, and it cites a National Bureau of Economic Research paper in which 90% of about 9,000 surveyed executives said AI had not yet raised productivity at their companies.

For developers, the signal is that even the largest AI platform companies are reshaping teams while they pour money into infrastructure. Microsoft reports third-quarter results on Wednesday, per CNBC, and its spending and cash flow figures should show how the buildout is being funded. If you depend on Copilot, Windows or Azure tooling, watch for team changes that could affect roadmaps and support.
